It would need to be a controlled environment. It should also have plenty of activities and resources to encourage modified behavior. I don’t think just locking someone up is justified in most circumstances.

You’ve got to break them down before you build them up again. I suggest daily beatings and solitary confinements. Being teens, they’re much more pliable.
