If someone cannot stop doing something without intervention, yes.

Answer by Rachel Brown
Generally yes but there are a couple of differences. Someone who has a compulsion often times will think that if they don’t do whatever their tic is it compulsion is there will be repercutions that don’t match the severity of the compulsion. For example someone with OCD might think, “I have to touch this doorknob 3 times or the world will end” or “if I don’t wash my hands my house will burn down” Where as someone with an addition problem often times has a physical dependency to some substance. Like a smoker who’s body craves nicotine or heroine user who’s fix has worn off. So while the outcomes of their behaviors are really similar and need intervention to help them stop, their reasons for doing it can be different.
